IT WAS DELIBERATED AND DECIDED
THAT AINBOA MAY EXPLORE THE PROBABILITY AND POSSIBILITY OF FORMALISING A JOINT
FORUM WITH AINBEA, RETIRED OFFICERS ASSOCIATION. IT WAS ALSO DECIDED THAT THE FORMALISING OF
THE JOINT ACTION REQUIRED TO BE INITIATED TOWARDS ACHIEVING THE SETTELMENT OF
THE CHARTER MAY BE PUT IN PLACE AFTER TAKING A FORMAL APPROVAL OF THE NATIONAL
COUNCIL SCHEDULED TO BE CONVENED IN THE LAST WEEK OF APRIL.
IT WAS ALSO DECIDED THAT AINBOA
MAY REMAIN IN CONSTANT TOUCH WITH SIDBI
OFFICERS ASSOCIATIONS, RBI OFFICERS ASSOCIATION AND OTHER FRATERNAL BODIES SO
AS TO ENLIST THEIR SUPPORT AS AND WHEN REQUIRED AND DESIRED FOR ACHIEVING THE
SETTELMENT OF THE CHARTER. GENERAL SECRETARY WAS AUTHORISED TO DO THE NEEDFULL
IN THIS REGARDS.

AMENDMENTS/ADDITIONS/MODIFICATIONS REQUIRED TO THE CHARTER ALREADY SUBMITTED TO
THE BANK
THE GENERAL SECRETARY PRESENTED
THE REVISED/MODIFIED CHARTER OF DEMANDS (PARTS A TO E) TO THE OFFICER-BEARERS,
THE SAME WAS DISCUSSED THREADBARE AND A FEW CORRECTIONS/ MODIFICATIONS WERE
SUGGESTED AND IT WAS DECIDED THAT THE GS, AFTER CARRYING OUT THE SUGGESTED
AMENDMENTS, TO THE CHARTER, SHALL FORWARD IT TO THE PRESIDENT FOR ONWARD
SUBMISSION TO THE BANK. IT WAS ALSO
DECIDED THAT THE PRESIDENT AND OFFICE-BEARERS OF THE MUMBAI UNIT WILL REVISIT THE
CHARTER OF DEMANDS AS A FINAL READING AND PRESIDENT WAS AUTHORISED TO CARRY ANY
OTHER REQUIRED AMENDMENT/MODIFICATION TO THE CHARTER OF DEMANDS. THEREAFTER HE AND/OR MUMBAI UNIT OFFICE
BEARERS WILL SEEK APPOINTMENT FROM THE CHAIRMAN FOR SUBMISSION OF THE CHARTER
TO THE BANK. IF REQUIRED, GENERAL SECRETARY AND VICE PRESIDENT SHALL ALSO BE
PRESENT AT THE TIME OF SUBMISSION OF CHARTER.

REGARDING THE FOLLOWING ASPECTS SPECIFICALLY
A) IF SPECIFIED TENURE FOR THE OFFICERS IS 5
YEARS AND THEY ARE REQUIRED TO PROVIDE OPTIONS TOO THEN THE CLAUSE THAT
‘OFFICERS WHO HAVE COMPLETED 6 YEARS OF TENURE WILL BE USUALLY CONSIDERED…’ IS
NOT ONLY AMBIGOUS BUT ALSO LEAVES FOR A LARGE SCALE LEVERAGE TO THE BANK TO
TRANSFER SOMEONE OUT OR IN IRRESPECTIVE OF COMPLETING 5 OR 6 YEARS. IT WILL
LEAD TO LACK OF TRANSPARENCY AND CORPORATE WHISPERS.
B) THE DECISION OF NOT PROVIDING OR VERY
PARTIALLY PROVIDING TRANSFER EXPENSES RELATED REIMBURSEMENTS ON REQUEST
TARNSFERS EVEN THOUGH THE OFFICER MAY HAVE COMPLETED HIS/HER SPECIFIED TENURE (
4 YEARS & ABOVE AT NORMAL PLACE AND 2 YEARS AND ABOVE AT HARDSHIP
CENTRES) IS A VERY EXPLOITIVE IN NATURE
CLAUSE AND NEEDS TO BE RECASTED.
C) REMOVAL OF
RAIPUR, RANCHI ETC. FROM THE HARDSHIP CENTRES LIST REQUIRES A RELOOK.
D) BANK HAS NOT INDICATED ANYTHING ABOUT
FOLLOWING THE GoI INSTRUCTIONS ON PHYSICALLY HANDICAPPED AND LADY OFFICERS
TRANSFER NOR IT HAS INDICATED POSTING OF THOSE OFFICERS WHO HAVE ATTAINED AN
AGE OF 58 YEARS TO THEIR CHOICE CENTRES AS WAS THE PRACTICE EARLIER.
FURTHER THE AINBOA ALSO DEMANDS
FORMULATING OF A PLACEMENT POLICY FOR OFFICERS IN GRADE ‘D’ AND ABOVE AS
UNILATERAL DECISIONS TOWARDS PLACEMENT OF SENIOR OFFICERS-SOMETIMES WITH AND
SOMETIMES WITHOUT TRANSFER EXPENSES REIMBURSEMENT IRRESPECTIVE OF TENURES HAS
LED TO LARGE SCALE DEMOTIVATION AMONG SENIOR OFFICERS, MORE SO SENIOR OFFICERS
ARE NOT EVEN PROVIDED RELAXATIONS IN PLACEMENTS ARISING OUT OF THEIR KIDS
EDUCATION AND/OR THEIR OWN OR SPOUSE ILLNESS HAS BEEN A BONE OF CONTENTION SINCE
LONG.
THUS, IT WAS RESOLVED THAT BANK
MAY IMMEDIATELY DISCUSS THE ISSUE WITH AINBOA AND RESOLVE THE ISSUES LISTED
ABOVE BEFORE EFFECTING THE TRANSFERS AND PLACEMENTS FOR THE YEAR 2015.”
IT WAS ALSO DECIDED THAT CENTRAL
UNIT MAY COLLECT DATA FROM THE UNITS IN RESPECT OF ALL THE OFFICERS, SPECIALLY
DDMs, WHO HAVE COMPLETED 6 YEARS OR MORE AT THE DISTRICT/CENTRE AND DESIRIOUS
OF SEEKING TRANSFER AND PURSUE THE MATTER WITH THE BANK. SIMILARLY, THE DATA IN
RESPECT OF OFFICERS WHO HAVE COMPLETED THEIR SPECIFIED TENURE IN HARDSHIP
CENTRES MAY ALSO BE COLLECTED.
4. TO DISCUSS THE ISSUES AND CHART OUT COURSE OF ACTION
ARISING OUT OF LARGE SCALE SUPER-CESSATIONS OBSERVED IN PROMOTION PROCESS
THE MATTER OF LARGE SCALE
SUPER-CESSATIONS, SPECIFICALLY IN GRADE ‘C’ TO GRADE ‘D’ PROMOTIONS WAS
DISCUSSED AND THE OFFICE-BEARERS EXPRESSED THE CONCERN ON THE LARGE SCALE
DEMOTIVATION AND FRUSTRATION THE OFFICERS AND ORGANISATION IS FACING ON THIS
ACCOUNT. SUBSEQUENTLY IT WAS DECIDED TO SUBMIT THE FOLLOWING RESOLUTION TO THE
BANK
‘OFFICE BEARERS OF AINBOA AT
THEIR MEETING HELD AT CHENNAI ON 09 & 10 MARCH 2015 EXPRESSED THEIR ANGUISH
AND CONCERN AT LARGE SCALE SUPER-CESSATION EFFECTED UPON AS A RESULT OF NEW
PROMOTION POLICY. IT WAS FURTHER
RESOLVED TO URGE UPON THE BANK TO HAVE IN-BUILT SYSTEM TO PROVIDE DUE WEIGHTAGE
TO THE SENIORITY IN CAREER PROGRESSION.
IT WAS ALSO DECIDED TO REQUEST THE BANK TO REDUCE THE CALLING RATIO AS
HAS BEEN REPEATEDELY REQUESTED UPON BY AINBOA SO AS TO REDUCE LARGE SCALE
REJECTIONS. FURTHER MORE BANK MAY
PROVIDE THE INDIVIDUAL OFFICERS THE MARKS SCORED BY THEM IN THE PARS, WRITTEN
EXAMINATIONS (WHEREVER APPLICABLE) AND INTERVIEWS AS THIS WILL NOT ONLY BRING
ABOUT MUCH NEEDED TRANSPARENCY IN THE PROCESS BUT WILL ALSO PROVIDE A CHANCE TO
THE OFFICERS TO FOCUS ON THEIR GREY AREAS FOR FUTURE ENDEAVOURS RELATED TO
CAREER PROGRESSION.’

THE OFFICE-BEARER WERE APPRISED BY
THE GENERAL SECRETARY THAT AS PER THE DIRECTIVES OF THE COURT, THE BANK HAS
FORMULATED AND PUT IN PLACE THE NEW PROMOTION POLICY AFTER HAVING CONSULTATIVE
PROCESS WITH AINBOA AND ALL THE OFFICERS.
THOUGH MAJOR CONCERNS CHALLENGED BY THE AINBOA IN THE COURT OF LAW SUCH
AS MULTIPLE BENCHMARKS IN RESTRICTING ZOC FOR CAREER PROGRESSION EXERCISE,
CONCEPT OF RESIDUAL SERVICES, LATERAL RECRUITMENT AND COMPUTING OF VACANCIES BY
TREATING GRADE B AND C AS ONE SLOT AND GRADE D AND E AS ONE SLOT AND HAVING A
PROMOTION POLICY FOR SUPPORT SERVICES HAS BEEN ADDRESSED TO SOME SATISFACTION
THE MAJOR ISSUE OF DISTORTION OF SENIORITY LIST DUE TO MERGER OF SERVICES STILL
REMAINS UNRESOLVED. FURTHER TO IT THE ISSUE OF WEIGHTAGE TO SENIORITY IN CAREER
PROGRESSION STILL REMAINS UNRESOLVED, THE OFFICE-
MR K. MALLIGARAJ WHO IS THE ONE
OF THE PETITIONERS IN THE CASE IN HIS INDIVIDUAL CAPACITY HAS INDICATED THAT HE
WANTS TO RECUSE HIMSELF FROM THE CASE AS A PETITIONER AS HE NO LONGER ENJOYS
THE CONFIDENCE OF MAJORITY OFFICERS AT MUMBAI AND VERY SOON HE WILL BE REQUIRED
TO RELINQUISH THE OFFICE OF ALL INDIA PRESIDENT TOO. GENERAL SECRETARY INFORMED
THAT AS PER THE LAWYER, ONE OF THE PETITIONER HAS TO HAVE A MUMBAI ADDRESS THEN
ONLY THE PETITION CAN BE SUSTAINED AT THE MUMBAI HIGH COURT, THUS IT IS
ABSOLUTELY NECESSARY THAT IN CASE MR MALLIGARAJ HAS TO BE RECUSED THEN HE HAS
TO BE REPLACED BY ANOTHER PETITIONER WHO HAILS FROM MUMBAI. THE OFFICE-BEARERS
REQUESTED MR. MALLIGARAJ TO CONTINUE AS A PETITIONER TILL THE REPLACEMENT IS
ARRANGED. THE PRESIDENT OF THE MUMBAI UNIT INDICATED THAT HE WILL DISCUSS THE
ISSUE AT THE GENERAL BODY AND FIND OUT A REPLACEMENT FOR MR.MALLIGARAJ LATEST
BY 31/03/2015 SO AS TO COMPLETE ADMINISTRATIVE FORMALITIES REQUIRED BY

THE OFFICE BEARERS EXPRESSED
THEIR CONCERN ON THE CONTINUED HARASSMENT BEING METED OUT TO OFFICERS AT PUNE
REGIONAL OFFICE BY THE DISTRICT ADMINISTRATION IN THE NAME OF NON ATTENDING OF
ELECTION DUTIES. IT WAS FURTHER
INDICATED THAT THE NECESSARY INTERVENTION FROM RO IN HELPING AND ASSISTING THE
OFFICERS IS ALSO NOT FORTHCOMING. THUS
IT WAS DECIDED TO RESOLVE AS FOLLOWING-

AND USE ITS GOOD OFFICES TO RESOLVE THE ISSUE AMICABILY.’
IT WAS ALSO DECIDED THAT IF
REQUIRED AINBOA WILL STEP UP THE ORGANISATIONAL MEANS AVAILABLE TO IT IN CASE
THE ISSUE IS NOT RESOLVED TO THE SATISFACTION OF THE OFFICERS.
7. FINALISATION AND APPROVAL OF ACCOUNTS FOR THE FY
2012-13 AND 2013-14
THE TREASURER SUBMITTED THE
INCOME AND EXPENDITURE STATEMENTS PERTAINING TO THE YEAR 2012-13 AND 2013-14.
THE OFFICE-BEARERS AFTER DISCUSSING THE SAME HAVE INDICATED THAT THE TREASURER
MAY PROVIDE THE DETAILS BY WAY OF NOTES AND APPENDEGES IN RESPECT
OF MAJOR ITEMS OF EXPENDITURE AND INCOME SO AS TO FACILITATE THE ORDINARY
MEMBERS AND NATIONAL COUNCIL TO HAVE A MORE TRANSPARENT AND DETAILED INSIGHT
INTO THE FINANCIAL TRANSACTION OF THE AINBOA. TREASURER AGREED TO DO THE SAME
LATEST BY 15/04/2015.
8. FINALISATION OF GENERAL SECRETARY’S REPORT FOR THE
CURRENT TENANCY OF THE CEC
THE GENERAL SECRETARY READ OUT
THE DRAFT REPORT TO THE OFFICE BEARERS AND THE SAME WAS APPROVED BY THE
OFFICE-BEARERS WITH A FEW MINOR SUGGESTIONS TO BE INCORPORATED.
9. UNITS WHO YET TO UNDERGO ELECTIONS AND SUBMIT THE
AUDITED ACCOUNTS TO CEC
GENERAL SECRETARY APPRISED THE
OFFICE-BEARERS THAT GUWAHATI, JAMMU, JAIPUR, KOLKATA, RANCHI AND PATNA UNITS HAVE YET TO
CONDUCT THEIR ELECTIONS AND EXCEPT FOR THREE UNITS NON OTHER UNIT HAS SUBMITTED
THE ACCOUNTS. IT WAS DECIDED TO ISSUE A FINAL REMINDER TO THE ABOVE MENTIONED
UNITS TO CONDUCT THE ELECTIONS OF THEIR UNITS LATEST BY 10/04/2015 OR ELSE THEY
RUN THE RISK OF LOOSING THE VOTING RIGHTS SUBJECT TO CONFIRMATION OF THE
ENSUING NATIONAL COUNCIL.
10. THE OFFICE-BEARERS MEETING WAS ALSO ADDRESSED BY
PRESIDENT ALL INDIA SIDBI OFFICERS
ASSOCIATION AND ZONAL SECRETARY
AIBOC AND SBI OFFICERS ASSOCIATION. BOTH THE LEADERS EMPHASISED THE IMPORTANCE
OF HAVING A JOINT FORUM AND FOR COLLECTIVE ACTION TO SAFEGUARD THE INTEREST OF
OFFICERS WORKING IN THE BANKING INDUSTRY. BOTH THE LEADERS ASSURED AINBOA OF
ALL POSSIBLE SUPPORT AND COOPERATION IN TIMES TO COME, SPECIALLY AT THE TIME OF
SETTELMENT OF OUR CHARTER OF DEMANDS. MR FRANCO, ZS, SBI OFFICERS ASSOCIATION
ALSO EXPLAINED THE HURDELS AND DIFFICULTY FACED BY THE UFBU TO GET THEIR
CHARTER AND HE EXPRESSED HIS APPREHENSION THAT RBI, NABARD AND SIDBI TOO WILL
HAVE TO STRUGGLE FOR GETTING THEIR CHARTER OF DEMANDS.

ALSO DECIDED BY ALL THE OFFICE-BEARERS, EXCEPT SRI GIRIDHAR THAKUR, SPECIAL
INVITEE, THAT NC BE CONDUCTED AFTER THE GRADE ‘A’ TO ‘B’ INTERVIEWS ARE OVER
AND ACCORDINGLY IT WAS DECIDED TO CONDUCT THE NC AT BHOPAL ON 24 &
25/04/2015. SRI GIRIDHAR THAKUR RECORDED
HIS DISSENT ON THE ISSUE AS HE WAS OF THE OPINION THAT WE MAY NOT WAIT FURTHER

Why data.collection is needed for.DDMs.who.have completed 6 years. Has the AINBOA conceded that the DDM.tenure is for 6 years..? Why not have consultations with DDMs.on this issue ?
ReplyDeleteAs is done in commercial banks if, 1 mark for each year of completed years of service in that grade, 1 mark for JAIIB, 2 marks for CAIIB, 3 marks for PHD and remaining marks for PAR and INTERVIEW is given, than by such a system DUE WEIGHTAGE TO THE SENIORITY, EDUCATION & PERFORMANCE will automatically be taken care of IN CAREER PROGRESSION.
