Enhancement in Rent of Lease Flat sponsored by officers at Shimla
As you are kindly aware, NABARD does not have adequate number of its own residential accommodation  for officers in centres like Delhi, Shimla, Dehradun, Raipur, Ranchi etc. Non-availability of bank’s own accommodation in these centres has forced our officers to stay in lease flats .However the present eligibility of lease flat rent for various category of officers, which was fixed long back,  is found to be totally inadequate to get a decent 2/3 bedroom flat in a good locality in various centres as the rates quoted by landlords are quite high in view of rising real estate prices and the lease rent offered by other organization like RBI, SBI,Govt of India PSUs etc. While the lease rent quoted by landlords for 2/3 bedroom flats in Delhi ranges from Rs 25000.00 up to Rs 30000.00 PM, the rates quoted in Shimla  ranges from Rs 15000.00 to Rs 20000.00 PM and similarly in the  cases of other centres. Presently quite a large number of officers in the centres are paying additional lease rent ranging from Rs 1000.00 to Rs 7000.00 from their own pocket over & above their eligibility.

The officers in SBI are eligible for a lease rent of Rs 25000.00 to Rs 55000.00 in Delhi vis-a-vis Rs 9000.00 to Rs 12000.00 for our officers. Similarly, RBI has increased the lease rent in Delhi to Rs 25000.00 PM for Grade A, B, C and approves lease rent beyond the eligibility of officers on case to case basis in various centres wherever they do not have their own flats. In fact a blanket discretion of 10% increase over the eligibility of officers is given to the OIC/RD of RBI in all the centres vide their master circular no CO.HRMD.No.G.33/969/11.03.00/2012-13 dated  19th July 2012 (copy enclosed) the said discretion  is not available in NABARD. A comparative chart of the eligibility of various PSB/ RBI/SBI, GOI PSU are enclosed for your kind information.

In view of the above, we request you to kindly increase the lease rent eligibility for our officers in all the centres, especially in those centres where NABARD does not have any or adequate own accommodation on the lines of RBI. Since our officers are paying additional lease rent from their pocket for long time now, the enhanced lease rent may be made effective from 1st April 2011. Pending a final decision, the 10% discretion available to CGMs/OICs as prevalent in RBI, may be made effective urgently in NABARD.
