Annual Transfers 2013: DDM Postings
Please
refer to new transfer policy vide Circular no. NB/HRMD/PA/5298/ST-51/12-13
dated 19/03/2013 according to which the annual transfers 2013 have been
affected to. In this connection we bring to your kind notice the following-
We
were surprised to note that as many as 28 (32 %)
of the DDM postings have been given to grade ‘A’ officers, 43 (48 %) to
grade ‘B’ officers and 16 (20 %) to grade ‘C’ officers. Though
NBOA has been always of the view that DDM postings may be given to only grade
‘C’ or senior grade ‘B’ officers, keeping in view that the LDM in the district
is generally of scale III/IV and most of the district level meetings are
attended by senior bank (Regional Managers, CEOs of DCCB/RRB) and government
officials (Commissioner, Collectors, CDOs, ADMs, Exec Engrs etc.). Not only
this in almost all the cases the DDM has to interact with these officials as
also public representatives. In fact, DDM offices have been our flagship office
and have been considered as USP of NABARD. Diluting the status of DDM office
does not augur well with organizational need and corporate
image. It will also jeopardize the already sagging career progression of
officers.
Furthermore,
is it not an irony that the job profile of grade ‘C’ officers and grade
‘A’ officers at the district level has been put at par? In view of
the above we request the bank to post only grade ‘C’ and senior grade ‘B’
officers as DDMs.
