Letter to Chairman on Promotion Policy

Dear Sir,
Promotion & Recruitment Policy

This has reference to the Draft Promotion & Recruitment Policy submitted by AINBOA to the bank recently and various rounds of discussions held on the issue concerned. In this connection we request you to consider the implementation of Draft Promotion & Recruitment policy as submitted by the AINBOA.
The National Council Meeting of the AINBOA held on 30/10 & 31/10/12 at Mumbai has reiterated the sentiments of all the NBOA units and has RESOLVED to once again Demand the bank to-
  1.  Immediately fill up all the vacancies in grade 'B' and 'C' for the panel year 2012 by promoting eligible officer from grade 'A' to grade 'B' and grade 'B' to grade 'C'. Incidentally, your good self has agreed for the same during our meeting held with you on 10/07/2012. 
  2. National Council also calls upon you to immediately fill up the vacant posts of Executive Directors in the bank. 
  3. National Council also rejected introduction of 'FAST TRACK' promotion avenue in any of the grades. 
  4. National Council also rejected introduction of 'WRITTEN TEST' component for promotion exercise in any of the grades. 
  5. National Council also rejected 'DIRECT RECRUITMENT' of officers in any of the grades , except that in Grade 'A i.e. at base level. 
  6. National Council also rejected ANY MOVE TO REVERSIBLY ADJUST VACANCIES BETWEEN GRADE 'D' & 'E' as it will reduce the sanctity of hierarchical system and also lead to long term loss in career progression for the officers. 
  7. National Council also expressed its anguish on continued closure/merger of operational units/departments of NABARD and demands that all the departments/units closed may be reopened and necessary expansion in NABARDs' organisational structure be planned and implemented .
Sir, we are sure that you will accede to our just demands as the draft promotion policy submitted by AINBOA effectively addresses all the issues/concern facing NABARD (faster decision making, age profile of officers, professional needs of organisation and smooth career progression for all without any stagnation and resultant motivational issues.) today and at the same time it safeguards the career progression and related professional aspirations of all the officers.
