RESOLUTION NO. 2

National Council expresses its concern that management is contemplating to bring certain far reaching changes in its proposed New Promotion & Recruitment Policy which will adversely affect the career progression and other service conditions of the majority of its officers. AINBOA has already submitted a Draft Promotion & Recruitment Policy which effectively takes care of all the emerging organizational needs and simultaneously safeguards the legitimate aspirations and interests of the officers’ community.
AINBOA requests the Board of Directors to take into account the salient features of the Promotion & Recruitment Policy document as submitted by the Association while approving the New Promotion & Recruitment Policy of the bank.
 We also request the Board of Directors not to approve and introduce any Promotion & Recruitment Policy which encompasses the following-
1.  Avenues for Promotion under Fast Track in any grades.
2.  Direct Recruitment in any grades except that at Grade ’A’ level.
3.  Component of Written Test for Promotion in any grades.
4.  Combining/Interchanging vacancies between two grades.

RESOLUTION NO. 1

“NATIONAL COUNCIL NOTES WITH CONCERN AND ANGUISH THAT THERE IS A MOVE TO RESTRUCTURE AND ALTER THE TOP MANAGEMENT POSITIONS IN NABARD. AS SUCH IT URGES UPON THE GOVERNMENT OF INDIA AND NABARDS’ BOARD OF DIRECTORS TO STOP ANY SUCH MOVE AND CONTINUE WITH THE PRESENT STRUCTURE OF HIEARRACHY i.e. CHAIRMAN-MANAGING DIRECTOR-EXECUTIVE DIRECTORS- AS ENSHRINED IN NABARD ACT,1982 . 

NATIONAL COUNCIL ALSO DEMANDS IMMEDIATE FILLING UP OF THE POSTS OF MANAGING DIRECTOR AND EXECUTIVE DIRECTORS LYING VACANT FOR QUITE A  LONG TIME AND IS AFFECTING THE DAY TO DAY FUNCTIONING OF NABARD.

THUS, NATIONAL COUNCIL EARNESTLY REQUESTS THE HON’BLE BOARD OF DIRECTORS TO EFFECTIVELY INTERVENE IN THE MATTER KEEPING IN VIEW THE LONG TERM REQUIREMENTS OF NABARD, WHICH IS A UNIQUE DEVELOPMENTAL FINANCIAL INSTITUTION INVOLVED IN RURAL DEVELOPMENT RELATED ACTIVITIES INCLUDING POLICY SHAPING & IMPLEMENTATION THEREOF. THIS  UNIQUE AND IMPORTANT MANDATE ASSIGNED TO NABARD SETS IT APART FROM ANY COMMERCIALLY ORIENTED ORGANISATION AND AS SUCH THE PRESENT STRUCTURE AT THE TOP MOST LEVEL IS BEST SUITED TOWARDS ITS’ MANAGERIAL NEEDS AND REQUIREMENTS."
