NABARD Day Celebration - Non-participation by officers

Dear Unit Secretary,
All of you are aware about the present managements anti officers and anti NBOA stance reflected in various steps initiated by the bank to dilute the parity issue (by reducing our monetary and non monetary benefits), victimising the officers who have participated in legitimate and disciplined NBOA calls, office-bearers of NBOA and many other officers by way of not filling up the vacancies, discriminatory transfer orders and not implementing HR committee recommendations. In addition a spate of suspension orders and other coercive measures by way of monetary recoveries and non sanction of admissible leaves etc. etc. continue unabated.
 NABARD's DFI status has been put to stake and DDM offices and departments are being closed and merged in order to down-size the organisation and further choke up the career prospects of all the officers right from Grade 'A' to 'F'. All in the name of Repositioning & Restructuring based on the BCG report, which has been kept in secret wraps and its authenticity has been even questioned in the Media. HRMS has been introduced without any much planning and coordination and officers and employees are being made to suffer by delayed and even non payments of their legitimate dues. Hard earned resources of the organisation are being squandered by vendors like Balmer & Lawry, who are issuing air tickets at astronomical prices, in spite of the fact that air tickets were/are available at a cheaper price on the day of travel. In spite of our pointing out no corrective measures have been initiated and in many cases the representative of the agency behaves as they are sitting there to boss over our own officers. Discussions and communication with NBOA is being scuttled and thwarted and all our initiatives to resolve the issues have been stone walled. Officers are being coerced and corporate threats are being issued to them so as to force them to opt for certain voluntary schemes introduced by the bank and for making them to attend lectures and other non official engagements. 'Invitations' are issued to be followed up by corporate suasion to accept the 'Invitations'.
 In the circumstances , central Unit has taken a conscious decision for not to participate in any celebrations pertaining to 30th year of NABARD's foundation day, on which otherwise too a huge amount is being spent by the present management, at a time when the country is  reeling under economic recession and Indian  farmers are committing suicides in scores n hundreds.
 Thus, it is reiterated that NBOA calls upon all its members not to participate in any cultural programs, fun -n-frolic and not to accept any gifts/sweets or any other freebies in the form of Lunch/Dinner or High-tea etc.
You are requested to communicate this decision of NBOA to each and every member of the Association and ensure full participation to the call given by us. NBOA office bearers are meeting on 05/07/2012 at Mumbai and shall also have a joint sitting with AINBEA and any further decision shall be communicated to you by 06/07/2012.
This is a painful decision to take but we believe that this peaceful and sacrificing way of protest will make our beloved organisation more resilient and strong enough to tide over this current phase of uncertainty and upheaval. After all organisations are made up of people who are working there not by the buildings and other physical domains.
 In order to avoid any wasteful expenses on part of the bank you are requested to hand over a letter to your concerned CGM/OIC as per the following draft-

As per the call given by central Unit of the NBOA, we very humbly, would like to intimate that NBOA members will not be participating in any celebration on the occasion of NABARD Day. As such officers shall not be participating any cultural program , Fun -n-frolic activities and shall also not be in a position to attend any Lunch/Dinner/High Tea etc if arranged on the occasion. Furthermore, officers have also decided not to accept any gifts/souvenirs/sweets etc on the occasions, if offered by the bank.
