AGITATION PROGRAMME - NOTICE

NATIONAL BANK OFFICERS’ ASSOCIATION (NBOA)

Dear MEMBER,

As you may be aware that management has initiated many a steps to alter the very structure and model of NABARD which will lead to NABARD losing its DFI status and it will turn it into a commercial entity over a period of time. NABARD has been created with a unique vision and mission and any alteration to its present DFI status shall be a great disservice to the Rural India. We feel proud and look back to our organizational achievements as a DFI with a sense of satisfaction and it’s the duty of all the officers and employees of NABARD to safeguard the DFI status of NABARD. In order to divert the attention of the employees and officers from this important issue and to scuttle any voice from any quarters to question and demand discussions on these topical issues of great importance, the management has initiated a string of oppressive measures on the officers’ community. The career progression opportunities right from Grade 'A' to 'F' have been choked, arbitrarily decisions have been taken to close/merge/shift offices and departments, huge recoveries are being affected from hundreds of officers and transfers and postings are being used to victimize the office-bearers and activists of the NBOA. More so the management is hell bent to alter our service conditions by denying us parity with RBI in so far as Perks and other monetary facilities are concerned.
The BCG report has never been divulged and discussed with the NBOA-contradictory statements keep flowing from the top brass on this issue-initially it was told that NBOA shall be kept in active loop and will be apprised of all the facts governing Repositioning & Restructuring, it was never done, then it was told that a copy of Report shall be made available to NBOA as and when it is submitted by the BCG -it was again never done-now its being told that there is no such report submitted and BCG has just provided 'insights' and we are taking decisions on our own basis. 'Insights' wrapped in secrecy... have been provided at a whooping cost of Rs. 21.00 crores to NABARD by an agency which doesn't even know the difference between 'Agricultural Banking' and Agricultural development Banking'. Something else is told to Parliament, something else to us... all in the name of 'change...', change to what ? from 'Agenda of Development' to 'Agenda of Commercialization ??? Change from a mode of 'participative management' to a mode of 'unilateral Decision making'??? change from being a distinctive unique organisation involved in the services of rural Poor to an another run of the mill Commercial entity ??? When all other organisations are moving from CMD-DMD model to Chairman-MD model, NABARD is moving to CMD-DMD model- from the very strong and efficient Chairman-MD model of governance... If this is the change we are in for then it’s better not to change... All in the name of Secretive BCG recommendations... we have been requesting the management to have an open discussion on the entire gamut but to no avail... probably the management doesn't have conviction and courage to come out in open and discuss the things which are going to affect our organisation and all those who are working at NABARD.... after all we make NABARD-not the files and buildings or HRMS... We have been very responsibly and peacefully struggling on these issues and desisted, on the advice of our Patron Sri Anil Shastriji, from doing anything which would have brought disrepute to our beloved organisation. But to our dismay and pain, the things have trickled out in public domain... Probably the present management forgot the old idiom... the more you suppress the more it comes out... Because of its unilateral decision and style of functioning the present management has given a chance to outsiders to meddle into our internal affairs. On the other side it was bound to happen... in this era of RTIs and Info technology now the public domain is the point of discussion for every single penny of the public spent by the organisations and any translucent deals/steps are bound to be questioned today or tomorrow... in the process NABARDs' image has got a beating... up to what time all of us can be the mute spectators.... now time has come when all of us should stand in unison and save our beloved NABARD-which has provided us the bread & Butter and a respectful life in the society-NBOA extols all its members-junior as also senior members- to rise above short term gains and fight for preserving the status of NABARD peacefully, democratically, through legally permissible organisational moves. If NABARD demands some sacrifices from us then let’s not turn our back on it... remember truth prevails in the end and legitimate rights are always annexed finally. On behalf of Central Unit of NBOA, we beseech all of your support and assure that leadership shall not be found wanting in any respect.
After due consultation and debate NBOA has chalked out the following organisational moves to tackle the situation arising out of current scenario. This has the consent of our patron too.
A. To further strengthen the NBOA as an organisation it has been decided to augment its legal and constitutional base and further strengthen the financial as well as political back-ups.
B. To initiate a process of coming together of NBOA, NBEA and Progressive forum. .

C. To reach out to political forces , irrespective of party affiliations , so as to make them aware of present situation prevailing in the organisation and seek their intervention.
D. Request the Chairman , NABARD , Board of Directors NABARD, Governor RBI, Finance minister, MoS (F) , leader of opposition in LoK Sabha and PMO to order a thorough, impartial, free and fair Inquiry in the entire gamut of BCG related issues so that NABARD comes clean on it with its head held High.
E. At a time when management has initiated stringent anti-officers measures including hitting our parity with RBI, spate of suspensions and CRSes, staff recoveries, transfers are being used to hound and harass officers, etc.etc. even leading to an untimely and unfortunate death of an officer sent on CRS and above all when a massive cover-up is underway to downsize NABARD and dilute its status as DFI it will not augur well for us to partake in 30 years celebrations on which crores are being spent… even when our profits are taking a hit in a slowed down economy and at a time when Finance Minister has initiated austerity measures.
As such it has been decided that though the officers shall participate in all the official duties assigned to them, including attending academic lectures, but they will not participating in any Lunches, dinners, tea parties, cultural programs nor will they accept any gift or souvenirs or participate in any of the related frills and freebies programs. A separate letter addressed to the management with a copy to all units, BoDs , RBI and GoI is being issued.
F. it has also been decided that all the units shall seek a copy of the BCG report/suggestions etc. from NABARD under RTI Act, A common letter addressed to bank is being sent to units separately.
G. Submit a memorandum addressed to management with a copy to BoDs, RBI, FM and PM to be signed by all the officers requesting the bank to conduct a thorough inquiry and come out with a white paper on the entire gamut of BCG related aspects so that NABARD’s image which has taken a beating in the press and media on the issue is retrieved. Draft memorandum is being separately.
H. In addition to the above, in order to preserve and safeguard our NABARD, our parity with RBI on service conditions, protest the closure of DDMs offices and merger/closure of BIRD , NRMC at Kolkata and merger of many important departments, ensure equitable career progression in all grades, stop all administrative measures meant to harass, victimise and intimidate the officers, leading to even untimely deaths, the following agitation program is proposed. You are requested to make it a grand success and unit secretaries and office-bearers may coordinate and galvanize the membership.
