NBOA on Agitation Path-Call for Mass Casual Leave on 28.02.2012

The NBOA has been compelled by the arbitrary, authoritarian & blatantly anti- officer attitude of the present management to go on agitation path. The willingness and appeal of the NBOA for peaceful negotiated solution to the problems faced by the officers (which are mostly the creation of the management) has been understood by the management as our weakness.
THERFORE, A TIME HAS COME NOW TO SHOW OUR UNITY & STRENGTH TO THIS MANAGEMENT-AND HENCE THE AGITATION.
In order to implement the Mass Casual leave programme most successfully, the units are required to adopt the following procedure:
1. Collect the Mass CL application from all officers and submit the same to the local OIC on 27.02.2012 at 5 pm. Prepare a list of the application submitted and mail it to GS & President.
2. Those officers who are on pre-decided tour /training to outside institutions and inspection duty may continue with their work on 28.02.2012 .But they have to submit their mass CL application in the format given below to the Association after their return.
3. The training establishments like BIRD & RTC where outsiders are participants, the faculty may conduct the training programme as scheduled, but have to submit their mass CL application in the format given below.
3. Since, NBSC programmes are our internal, both participants and faculties have to submit their mass CL application like others.
4. DDMs who are having meetings or tour with external agencies/govt may attend to their work, but have to submit the mass CL application in the format given below.
5. OICs of Ros/TEs may be allowed to attend office, but have to submit their mass CL application in the format.
6. Departmental OICs of HO are not exempt from submission of mass CL application.
Please follow the above procedure strictly.

Dear Sir,

Availing of Casual Leave on 28/02/2012

As you are aware, the officers of NABARD, under the aegis of NBOA, are on a peaceful agitation for last 5 months to protest and stop certain decisions taken by the bank which are/will adversely affect the interest of the officers’ community. Accordingly all of these issues were also discussed by the bank with NBOA on 31/01/2012 during the annual discussions. Solemn assurances were given by the bank to favourably and amicably resolve the contentious issues but now the bank has gone back on its assurances.

2. That the issues are not being amicably settled by the management is a great cause of concern for us. Therefore, in response to the call given by NBOA, I am availing one days casual leave on 28/02/2012 as a protest against the inaction and inordinate delay on part of management in favourably solving the following issues.
a)     Unilateral and arbitrary Implementation of BCG suggestions leading to Repositioning & Restructuring of NABARD which may lead to alteration in DFI status of NABARD and service conditions of Officers too.
b)     Direct recruitment at grade 'B' level leading to choking of career opportunities of all existing grade 'A' officers.
c)      Stoppage of Promotion process for filling up of vacancies in grades 'A' , 'B' and 'E' by the available eligible candidates in feeder channel in clear violation of NABARD Staff Rules,1982.
d)     Non implementation of HR Committee Recommendations to address the stagnation.
e)     Non filling up of posts of EDs
f)       Posting of MD in the Bank
g)     Unilateral and arbitrary Issuance of Circular on Transfer policy 2012
3. However, since my official duty on 28.02.2012 involves working with external agency/trainees from outside, I will be discharging my duty as assigned on that day to safeguard the interest of NBARD.I unequivocally support the call of NBOA and therefore request you to sanction me Casual Leave on the said date.
