We draw your kind attention to the Circular No 8066/ST-51 dated 15/02/2012 on the captioned subject. In this connection we have to submit the following-
1. That the said policy/circular has been finalized without discussing it with NBOA and also it reflects that scant cognizance has been provided to the suggestions given by the NBOA on the issue. It is thus contrary to the assurance given by you on 31/01/2012 that transfer policy will be finalised in consultation with NBOA.
2. Although during the discussion on 31.01.2012, CGM, HRMD specifically agreed to retain the tenure of posting of Grade A, B & C at 5, 6 &7 years respectively, the said commitment was not honored. With the reduction of LOS across the grade 'A' and 'B' officers, almost 75% of the officers have been put under ZOC of transfer, to which we express our strong resentment.
3. It was specifically told to NBOA that officers completing 4 years of tenure and being transferred on request will be eligible for all transfer benefits except incidental expenses(two months basic pay).This assurance does not find place in the transfer policy.
4. There are contradictions in the names of the centres identified as Hardship Centre. At one place the centres do not include the names of Ranchi and Raipur, where as in another para the names of these two centres are included .Further,the tenure of stay at hardship centres are indicated differently at two different places. The same should be immediately clarified as under:
Hardship Centres: Jammu, Shimla, Patna, Ranchi, Raipur, RTC, Bolpur
Tenure at Hardship Centres: Jammu-3 years, Other Centres-4 years
5. That contrary to our repeated requests and suggestion that DDMs posting should be given only to grade 'C' officers and in case of dire requirement only willing and senior grade 'B' officers may be considered for DDM posting , the bank is seeking options from all the grade B and officers as also from grade 'A' officers for DDMs posting.

6. By blocking the option giving ability for Delhi & Goa and even blocking the request giving ability for these centres the bank has created a situation where his very own officer cannot indicate its request to the Bank directly. It will promote hegemony and chauvinism of high order.
7. We take strong objection to the clause No. where at the bank has indicated that in case of inadequate options from officers under ZOC for any particular centre , any officer irrespective of his/her LOS can be posted at any such centre. This enabling clause is neither required nor desirable as its put all the officers, irrespective of his/her LOS on the tenterhook of transfer and it in reality nullifies the very concept of LOS. It can also be used a tool to harass and victimise officers. AS SUCH WE DEMAND ITS IMMEDIATE REPEALING.
8. We hope that the requests for retention at the present centre in respect of all the Grade 'A' officers who have not completed 7 years of stay at the present centre and all the Grade 'B' officers who have not completed 6 years at the present centre shall be favourably acceded to.
9. We believe that the concept/practice of Life-line on account of education of the wards and on account of illness etc. shall continue to be implemented as hither to.
10. We also hope that the officers in grade A who have been promoted in the previous years and retained at their own centres will not be disturbed till they complete their full tenure at that centre. Similarly, the posting in Group B cadre in a particular centre will not be considered as back to back posting if requested for by Grade 'A ' officers.
