AGITATION PROGRAMME - MASS CL ON 28 FEBRUARY 12


Dear Secretary,

Please see the attached letter to the bank, thereby serving the notice of agitation by NBOA. You are requested to ensure that the agitation program as per the following is conducted successfully at your centre-
1. Hold Lunch Hour Demonstration on 27/02/2012
2. Proceed on mass casual Leave on 28/02/2012 to protest against arbitrary action of the management to recruit Grade B officers directly, depriving and restricting nearly 575 grade 'A” officers including 415 direct recruit Grade 'A' officers from their further promotion.
In addition, the protest is also against deliberate & clear violation of Provisions of NABARD Staff Rules on the promotion process for Grade B and C which has been stopped despite availability of eligible officers in the feeder cadre.
3. Not to participate in any official function/celebration to be organized or sponsored by the bank on NABARD foundation day.
Format for Mass casual leave shall be sent to you latest by morning of 22/02/2012 and you are requested to get them filled-up from all the members latest by 24/02/2012 and confirm it to the undersigned and President as also to the OS latest by evening of 24/02/2012.

Dear Sir,
                                          NBOA on Agitation Path
     
Please refer to our letters No. NBOA.MUM/163/2011-12 dated 08/02/2012 and No. NBOA.MUM/164/2011-12 dated 14/02/2012 requesting your good self, as per the assurance given by yourself during the annual Discussions held on 31/01/2012, to initiate the process of filling up of vacancies in grade ‘B’, grade 'C' and put on hold the recruitment process of officers directly from the market in grade 'B' pending discussion on the issue with NBOA so as to reach a mutually agreed upon conclusion on the issue. In addition to this, we have, vide our letter dated 14/02/2012 have also requested your good self to fill up the vacant posts of grade 'E' officers and that of EDs in the bank.
 
We had also requested you to take-up the matter of posting of MD in the bank with GoI. That, we had requested an urgent audience with you on these issues of utmost importance affecting the career of hundreds of our officers.
 
To our dismay and pain we have yet to even hear a word from your office on this account and in the meanwhile a harsh and loosely knit Transfer Policy has been issued without discussing it with NBOA and also without giving any credence to the major suggestions provided to the bank on the issue. The HRMS package as suggested by the BCG, which shall have direct bearing on the service conditions of the officers , is also being implemented in the bank without any consultation whatsoever with NBOA , again contrary to the assurance given on 31/01/2012 and earlier too on so many occasions.
 
We believe that as, already indicated by the CGM (HRMD), the bank is in no mood, whatsoever to honor its commitments given to the NBOA on 31/01/2012 on the issues under reference. In the circumstances stated above NBOA is forced to launch organizational moves to protest, and safeguard the legitimate interests of its members and NABARD per se. As such NBOA has decided to-
