Dear Sir,
Rotation of officials working in sensitive posts-CVC Circular dated 04 January 2012
Please refer to the decisions on Agenda item No.24 of the Proceedings of JCC Meeting held on 28 June 2010 circulated by the HRMD-PPD on the captioned subject. We regret to state that NBOA's request to effect rotation of officers working in sensitive sections/desks for unduly long period as per the CVC guidelines has not been implemented despite commitment of the management in the JCC Meeting on 28.06.2010.
2. We have been observing for quite some time that in certain Departments which have been identified as sensitive, certain officers have been retained for unduly long period
stretching up to 8/9 years on the plea of indispensability as against CVC stipulation of 2/3 years. No doubt such an action could lead to development of vested interest of the concerned officer. NBOA's contention in this regard has been vindicated by Central Vigilance Commission now vide their Circular No.02/01/12 dated 04 January 2012 ,a copy of which is enclosed herewith.3.We, therefore, once again request you to kindly effect rotation of officers as per CVC guidelines and also effect urgent changes to the posting of officers who are in the present desk identified by the CVO, NABARD vide his circular No.NB.CVC/599/05/99-2000 dated 29 September 1999 as sensitive for more than 3 years.
