Letter from GS to HRMD on Annual Discussion on 31/01/12

Dear Sir,
Annual Discussion on 31/01/2012

Please refer to your letter No. HRMD/PPD/1476/U-2(AINEA)/2011-12 dated 26/12/2011 on the captioned subject. In this connection we express our thanks for deciding to have long pending Annual Discussions with AINBOA. However we request you as follows on the issue-
1. That bank is on course of implementing certain decisions which are directly and adversely affecting the officers’ community and
 which are resulting in the alteration/modification of the service conditions of the officers. We name a few of such contentious issues on which NBOA is already on the path of agitation-
A. Implementation of BCG suggestions on the operations of NABARD which may lead to alteration in DFI status of NABARD.
B. Direct recruitment at grade ‘B’ level leading to choking of career opportunities of all existing grade ‘A’ officers.
C. Discriminatory scheme of NTS leading to forgoing of career opportunity as also PP scheme.
D. Highly objectionable and discriminatory scheme of PP scheme in grade ‘C’ for an identified group of officers.
E. Proposed changes in PAR format
F. Non implementation of various facilities such as Lounge facility, Ph.D allowance, NE package and LTC scheme at par with that of RBI
G. Reportedly changes are being contemplated in grade ‘E’ to ‘F’ promotion eligibility criterion.
H. Reported freezing of the promotion opportunities in grade ‘B’ to ‘C’ and grade ‘A’ to ‘B’ for the present panel.
I. Sanctioning of EOL officers in contradiction to provisions of NABARD Staff Rules, 1982.
J. Castigating and doubting financial integrity of hundreds of officers  on LTC scheme without any material evidence.
K. Arbitrarily punishing the officers by way of suspensions, transfers, non-sanctioning of legitimate leaves and evictions from staff quarters.
2.    In view of the above, we request an immediate discussion (annual or in addition to it), preferably before 06/01/2012, with the management so as to amicably solve these issues OR we request the bank to put on hold all the above issues till 31/01/2012.
Pending a favourable decision as requested at para ‘2’ above NBOA shall be constrained to continue with its agitation program.
