Issues for Discussion with the Chairman

We refer to the verbal communication from the Chief General Manager (HRMD) on the captioned subject. We thank you for the initiative and we hope it will pave way for a return to conducive and harmonious industrial relations in the organization. As desired, we are listing out the issues for discussion:
  1. AINBOA’s stand on the proposed amendment to NABARD Act, 1982, presently pending with the Standing Committee on Finance, GoI with specific reference to retaining the status of NABARD as a DFI and maintaining the Chairman-MD-ED structure at the top level. (A copy of memorandum submitted to Hon’ble Sri Yeshwant Sinha, MP & the Chairman of the Standing Committee on Finance, GoI is enclosed for ready reference)
  2. Issues related to Strengthening of NABARD as a DFI
            (AINBOA will like to make a presentation of app. 5 minutes)
  1. HR Issues in NABARD with specific reference to Career Progression, Recruitment and Training and Restructuring and Repositioning of NABARD in the light of BCG recommendations and downgrading of DDMs Office.
(AINBOA will like to make a presentation of approximately 5 minutes.  Copy of draft policy as submitted by us to the Bank is enclosed).
  1. Filling up of backlog vacancy in grade ‘A’ to ‘B’, restoration of altered seniority due to Merger of services and stopping of Direct Recruitment of Officers in Grades ‘B’.
  2. Resumptions of formal communication with AINBOA through the laid down system of Annual Discussions, Joint Consultative Committee (JCC) meetings and Quarterly Meetings of Local Units of AINBOA with respective OICs.
  3. Upgradation of pension and Implementation of compassionate appointments in the bank and settlement of old cases.                               
  4. Conduct of Impartial Inquiry into the affairs of NABARD highlighted by print Media in recent past and in respect of issues leading to recruitment of officers on contractual basis in Grades ‘B’ and ‘A’, absorption of officers in banks Misc. Services, penalising of officers in spite of clean chits being granted by EOs and granting of high end consultancy assignment to Ex- CGM (HRMD).
  5. Withdrawal of Banks Circular No. 60 / PPP - 32 /201 3 (Ref No. NB.HRMD.PPD/ C-32/U.1(Misc)/ 2013-14 ) dated 25 July 2013 on participation of senior officers in legitimate Association activities. (A copy of AINBOA letter on the subject matter is enclosed).
