Proceedings of the meeting with the Management on 10 July 2012

Mumbai on 10 July 2012 - Proceedings
Following the boycott call of the 30th Celebration organised by Bank on 12 July 2012, it was decided to invite the representatives of  NBOA for holding the discussions.  The names of the participants on behalf of the Bank and the NBOA are given in the Annexure.
Chairman welcomed the members and initiated the discussions on various issues listed out by NBOA.
1.  Restoration of parity with RBI:
NBOA mentioned that on account of implementation of HRMS, certain benefits which were extended at par with RBI have been modified to suit the HRMS, as a result officers are incurring financial losses.  Chairman assured that the financial losses, if any, will be looked into and it will be ensured that officers will not entail any financial losses as a result of simplification of the process.  Financial facilities at par with RBI will not be deviated.
2.  HRMS related issues:
IT was pointed out that on account of implementation of HRMS, officers are facing the problem of delay in settling the bills and release in sanctioned housing loans.  Chairman informed that these are on account of data migration from various accounting units into the system and requested the NBOA members to prevail upon the concerned staff working in ROs to transmit the data in the format prescribed.  Chairman also indicated that a 6-member committee will be formed, of which 4 members will be from the Bank and 2 members will be from both the associations working in HO to look into various HRMS related issues.
3.   Revocation of extension of probation period of Grade A direct recruit officers:
As a Special case, Chairman agreed to revoke the instructions effecting extension of probation period of Grade A DR officers.
4.  Reversal of cases where leave was converted into EOL:
Chairman pointed out that the officers who are transferred should invariably join without resorting to any delaying tactics which in the instant cases has gone even upto 8 months which cannot be tolerated by any of the organisation where officers are liable to transfer on all India basis.   He requested NBOA to ensure that the members will not resort to measures which would invite disciplinary action.  However as a special case, which cannot be cited as precedence, Chairman assured that their cases will be looked into and revised instructions will be issued to regularise their leave.
5.   PAR review at 55 years instead of 50 years:
Chairman agreed that the existing instructions in regard to retirement review will continue from the age of 55 and accordingly PAR format will be modified.
6.    Interviews for panel year 2012
Chairman agreed to initiate the promotion process for Grade A to B and Grade B to C for the panel year 2012.
7.  Other issues such as staff quarters, right to appeal, compassionate appointment, LTC related issues, etc., would be examined and can be taken up in the next round of discussions which may be held in the month of August 2012.
