Annual Discussions on 31/01/2012
Please refer to our letter No. NBOA.MUM/163/2011-12 dated 08 February 2012 on the captioned subject, requesting, as a sequel to assurances given by you on 31/01/2012, for conduct of interview for filling up of vacant posts in Grade 'B' and 'C' and putting on hold the direct recruitment of officers in Grade 'B' till further discussions with NBOA. In this connection, the office-bearers of NBOA had called upon CGM (HRMD) on 13/02/2012 and to our utter dismay and surprise it was communicated to us by the CGM (HRMD) that there is no move to either fill up the vacant posts in Grade 'B' and 'C' and the bank is also going ahead with direct recruitment of officers in Grade 'B' without any further discussions with the NBOA on the issue.
We were utterly surprised to note that the provisos of NABARD Staff Rules, 1982 governing the filling up of vacancies and the eligibility of officers to get promotional opportunities are not being adhered to and being interpreted in incorrect manner. In fact, the argument put forth by HRMD for not holding the promotion process had already been settled in 2009 by the then Chairman. We were also surprised to note that there is a move to reduce vacancies at various levels/grades in the middle management.
In the circumstances we are pained to note that Bank has not only gone back on the assurances accorded at the Annual Discussions held on 31/01/2012 but the attitude of HRMD on a issue, which is directly affecting the career progression of hundreds of officers is to an extent even insensitive. For the first time in the history of NABARD an attempt is underway to categorize the efficiency of officers on the lines of Direct Grade 'B' officers, DRs, Promotees and even a demarcating line is being sought to be created between the efficiencies of those who get promotion and those who may not get promotion due to want of vacancies. That, the proviso of NABARD Staff Rules, 1982 which is an administrative governing tool and piece of Subordinate Legislation is not being followed in Toto is a cause of great concern.
NBOA, in order to safeguard the organisational efficiency and motivational levels and also to safeguard the legitimate interest of its members, once again demands filling up the vacant posts in grades 'B', 'C' and 'E' including those pertaining to other services such as DEAR, Rajbhasa etc. We also request you to fill up the vacant posts of EDs and take-up the matter of posting of MD in the bank with GoI urgently. We, therefore, solicit an emergent audience with your kind-self in order to discuss these important issues urgently.
