LETTER TO CHAIRMAN ON LTC ISSUE

Dear Sir,
 
Decision to proceed on Mass casual leave on 06/01/2012

Please refer to our letter No. NBOA.MUM/160 /2011-12 dated 04/01/2012 on the captioned subject (copy enclosed). As indicated thereat during the meeting of  NBOA with CGM (HRMD) a solemn assurance was given to NBOA that bank shall put on hold any administrative decision on LTC cases till 31/01/2012 i.e. till the matter is discussed with NBOA. Based on this assurance only NBOA has deferred its proposed call for Mass casual Leave on 06/01/2012. However to our dismay it has come to our knowledge that bank is going ahead with
initiating the recovery towards LTC issue at Dehradun, Shimla as well as Jammu Regional Offices from the salary of respective officers from the month of January, 2012 itself. Similarly, many of the officers have been  issued a letter on 19/01/2012 seeking certain information on their LTC travel and most of the information sought for is not only beyond the realm of officers but it doesn't have any relation in so far as the provisos of NABARD LTC rules are concerned.
Sir, you will agree that this step of the bank is in contravention to the assurance given by the CGM (HRMD) on 04/01/2012 and it tantamount to breaching the trust between NBOA and Bank.
We, therefore request you once again to direct the concerned ROs and HO department/s to put on hold all such administrative steps on this contentious issue till the discussions are over with NBOA.
We also presume that bank is not proceeding ahead with respect to recruitment of officers in grade 'B' as of now. Incidentally, just for the information of the bank, we would like to bring to your kind notice that a PIL challenging the campus recruitment in PSUs has been filed in the Madras High Court and the court has already directed the Central as well as state governments to file their replies on the issue.
