THE CHAIRMAN
NABARD 16/11/2011

(Through CGM /OIC , RO......)
Respected Sir,
We, the officers of NABARD, express our dismay at management not holding any discussion with AINBOA on the issues pertaining to Restructuring & repositioning exercise currently underway in the bank.
Further, we are also are pained to note that a stream of harsh and uncalled for administrative decisions meant to harass and victimize the officers have been unleashed. A few such steps initiated by bank are enumerated below-
1. Uncalled for and arbitrarily SUSPENDING the services of the officers even without giving them a chance to be heard of and explain their position.
2. In contravention to all/any rules contained in NABARD Staff Rules , 1982 the bank has canceled already sanctioned Sick Leaves and/or Ordinary leaves and converted them into EOLs, in case of a number of officers.
3. Effecting Huge amounts of financial recoveries in case of more than a dozen of officers towards their legitimate LTC claims.
4. In spite of NBOA’s repeated requests to the bank to put on hold the new Performance appraisal system which is ambiguous and far from effective in nature the bank has decided not to pay any heed to look into the matter.
5. NBOA’s repeated requests to the HRMD to revisit the DDMs’ package in consultation with NBOA has also not been favourably responded to.
This has led to large scale demoralisation of the officers and the office environment has become gloomy and threatening in perspective, which can never be in best interest of an organisation.
We, therefore, urge upon you to stop and favourably resolve all such repressive measures and initiate the dialogue process with the AINBOA without any further delay .
Thanking You
