Revised PAR format for Officers
This has reference to the revised PAR format posted by HRMD on NABNET on 01/12/2012. In this connection we draw your kind attention to the numerous correspondences from NBOA resting with your office on the subject matter indicating that KPA are not suitably designed to have a true appraisal of the officers working in NABARD.
We again request you to finalise the PAR format in respect of officers in consultation with NBOA, as was being done in the past and also because the matter directly pertains to the interest and service conditions of the officers.
More so , we were surprised to note that the new PAR format has effectively nullified the position of officers as ‘CONFIRMED EMPLOYEES’ as per the provisos of NABARD Staff Rules , 1982 by inserting a clause in the PAR seeking Reporting Officers comments on the SUITABILITY OF THE APPRAISE OFFICER IN SO FAR AS HIS/HER CONTINUATION IN SERVICES IS CONCERNED’.
This has by all means converted the confirmed services of all the officers into some sort of probationary services terminable at any given point of time during each year of his/her services. Such provisions are neither warranted nor are the part of any PAR systems in most of the organisations including RBI, SBI etc.etc.
We, therefore request you to immediately discuss the PAR issue with NBOA as this was also the part of Agenda of the last JCC meeting. Pending this decision the implementation of Revised PAR system may be put on hold.
