Third Meeting of Joint Consultative Committee -Agenda

Please refer to your letter No.HRMD.PPD.709/U-1(JCC)/2010-11 dated 08 December 2010 captioned subject advising NBOA to submit the Agenda items for the Third JCC Meeting scheduled in December 2010.Although ,we had submitted the agenda for the said meeting vide our letter dated 20 December 2010 , the proposed Third JCC Meeting has not been held till date. In the meantime,we have been asked to submit agenda again. We,therefore,once again submit the agenda for  discussion for the said meeting. Since ,the convening of the JCC has been delayed by 8 months,we request you to convene the meeting without further delay.

Further, we observe that many of the issues discussed and decided during the last Joint Consultative Meeting held on 28 June 2010 have not yet been implemented.  Therefore, all those items discussed during the last JCC Meeting but not implemented so far, will form  part of agenda for the ensuing meeting as detailed in Annexure I, in addition to the list enclosed. Most of the issues indicated in the list have already been raised by NBOA vide our letter dated 16.08.2011(copy enclosed).

                Agenda for Third JCC Meeting
  1. Issues discussed in the JCC Meeting held on 28 June 2010 and not implemented till date as detailed in Annexure I- Review of  status of implementation of the decisions.
  2. Deviations incorporated in the Master Circular on Banks Medical Facilities which were not part of any earlier circular-Fixing of over all limit for Hospitalisation/Non-payment of service tax/ sur-charge on hospitalisation bills/Denial of certain treatment like Panchakarma  etc.
  3. Adoption of total medical facilities of RBI.
  4. Master Circular on VOF/SRA-Increase in charges/Non-implementation of amenities to be provided in VOF/SRA etc .
  5. Non-Payment of Grade Allowance from the date of empanellment as in case of other allowances/benefits.
  6. Increase in lounge subsidy on the lines of RBI.
  7. Increase in the Professional Allowance to Principals & Vice Principals of Tes.
  8. Increase in the shifting charges on the lines of RBI.
  9. Hiring of taxi for Grade C officers on tour on the lines of RBI.
  10. Reimbursement of actual expenses incurred on production of documentary evidence(eg: travel from residence to airport /medical insurance premium/visa charges airport tax etc) within the overall ceiling of LTC Scheme for officers availing Package Tour on lines of RBI .
  11. Disclosure of PAR to the officers as per Supreme Court decision and GOI instruction.
  12. Creation of posts in D & E as  decided earlier on the basis of the Report of HR Committee.
  13. Increase in the rental ceiling of lease flats in Delhi ,Dehradun,Shimla on the lines of RBI.
  14. Increase in the cost of handsets of mobile phones provided to officers on the lines of RBI.
  15. Conduct of Interview for other Services for the panel year 2011.
  16. Purchase of bank's quarters  for officers in Delhi,Dehradun and Shimla.
  17. Pending proposal for construction of quarters for Grade C and above in Pune.
  18. Permitting travel by air via Delhi to Lucknow in case of non-availability of tickets in direct trains for officers of Dehradun RO going for training to NBSC/BIRD etc.
  19. Allowing hiring of taxi for all officers for traveling to the airport(which is situated in the adjacent district) from & to Hyderabad.
  20. Permitting air travel by officers on tour to all places connected by air whether inside or outside the state.
  21. Reduction in the tenure of posting in Jammu RO(which is identified as difficult centre) from 4 years to 3 years.
  22. Posting of P&SO in Assam RO.
  23. Cases of victimisation & harassment of officers as listed in NBOA letter dated 16.08.2011(copy enclosed).
  24. Punishment given to officers of Shimla RO in connection with their LTC bills despite submission of all requite documents.
  25. Holding of Annual Discussion  with NBOA.
