Submission of Assets and Liabilities details by
Public Servants u/s 44 of the Lokpal and Lokayuktas Act, 2013

Please refer to HO letter No.NB.HRMD.PA/6765-6827/AL Statement/2014-15 dated 10.12.2014 ) Circular No.247/HRMD-PA.14/2014) on the captioned subject instructing the officers to submit the required information as per prescribed proforma latest by 31.12.2014.  In this connection we request as follows –


  1. We append herewith a copy of the Gazette of India No.1765 dated 08.09.2014 on the subject matter.  As per the notification under reference that GoI has set up a committee to simplify the forms and process in which the public servants shall make the declaration so that the apprehensions raised towards the safety and security of the members particularly children of the public servant are adequately addressed to.
  2. Further, the same notification has indicated that in view of the setting up of the committee and the subsequent procedural requirements the time period prescribed for making the declaration in respect of Assets and Liabilities by a public servant has been extended to 360 days from the date on which the provisions of the Lokpal & Lokayukta Act, 2013 came into force i.e. 16.01.2014.
  3. We have also enquired from some of the Financial Institutions and Government Departments, including RBI, about the stand taken by them on the issue and we have come to know that other Public Sector Organisations, including RBI, have not issued any directions/instructions to their officers asking them to submit the declaration to their respective office/s.

In view of the above we request your good self that NABARD may also follow and tread the same path on this aspect as is being followed by others in the industry, including RBI and issue suitable instructions to put on hold the instructions issued on the subject matter vide HO Letter No.NB.HRMD.PA/ 6765-6827/ AL-Statement/2014-15 dated 10.12.2014 (Circular No.247/HRMD-PA.14/2014).
