Letter to the Bank on Promotion Process

No. NBOA.MUM/    48      /2013-14                                       08 November 2013

The Chief General Manager
HRMD
NABARD
Head Office
Mumbai

Dear Sir,

Promotion Process– RDBS – Panel year 2014

Please refer to the discussion NBOA had with the Hon'ble Chairman on 30 October 2013. The Chairman was apprised of the NBOA's opposition to the new Promotion Policy initiated by the Bank in 2013 which is unfair and detrimental to the interest of the organisation as well as to the officers. Among other important issues a specific reference was also drawn to the Direct recruitment in Grade B, restoration of altered seniority due to merger of services. The Hon'ble Chairman had given a patient hearing to NBOAs views and we were hopeful of settling the issue.

However,  to our utter surprise HRMD had issued two circulars announcing the promotion process  for the panel year 2014 on 31 Oct. 2013, the very next day to our discussion with the Hon'ble Chairman. The timing of the Circular gives an impression that the Circular is as per discussion between the Hon'ble Chairman and the NBOA. We will again bring to your kind notice that the existing promotion policy is now under Legal jurisdiction of the Hon'ble High court of Mumbai w.e.f. 17/12/2012.

We, therefore, earnestly request you to withhold the promotion process till the matter is settled or to hold it as per the old policy.

We thank you for the gesture shown by initiating a dialogue with NBOA and we hope that it has paved the way for a return to a conducive and harmonious industrial relations in the Organization.

Yours Sincerely,

 Sd/-

(B B Ghadage)

Organising Secretary
