Farewell to the Chairman

DEAR MEMBERS,

As all of you must have experienced and witnessed that your very own NBOA has, in the past two years, been subjected to uncalled for, un-warranted and non deserving treatment by the highest and mightiest of the office managing the affairs of NABARD. Attempts, in the name and garb of administrative measures and/or organizational discipline, have been initiated to break the unity and even the organizational structure of NBOA. In fact all attempts have been made to disintegrate the NBOA by initiating measures aimed at driving a wedge among the membership of NBOA in the name of RDBS officers, Other services officers, Promotee officers, DR officers and so on so forth. Not only the office-bearers and activists of NBOA, even the ordinary members have been put to undue harsh treatments and hardships by inflicting huge financial penalties, evictions from the quarters, charge-sheets and suspension from services, transfers to hardship centres and in many cases even by terminating the services of the officers on trivial issues. Even the right of peaceful demonstrations and expression of dissent guaranteed to all the Indian citizens under Article 19 of the Constitution of India has been attempted to be trampled upon in the name of ‘senior officers and/or top management’ even though the very same administration subjected its Senior most officers to such humiliation and ridicule that it has no parallel in the history of NABARD. Policies and circulars in scores have been issued to curtail staff welfare measures and other existing facilities and for the first time in last 30 years NABARD officers have been denied the parity in perquisites with RBI. The process of communication between the NBOA and management has been completely snapped and it has resulted into a forced upon decision on NBOA to take recourse to legal remedies in order to safeguard the interest of its members. Our repeated attempts and desire to work in tandem with top most  management in the greater interest of  NABARD were not recognized and it was ensured that officers collective wisdom and voice be given no credence. Friends , it need not be illustrated that all this ill-treatment has been heaped upon ONLY BECAUSE YOUR NBOA COURAGEOUSLY AND CONVINCINGLY TOOK UP THE RIGHT AND JUST CAUSE OF ITS MEMBERSHIP AND ALSO BECAUSE IT QUESTIONED  THE POLICIES AND DECISIONS WHICH WERE NOT IN TUNE WITH ASSIGNED MANDATE OF NABARD AND MORE SO NBOA  REFUSED TO BE PUSHED ASIDE OR COWED DOWN.

IN THE CIRCUMSTANCES IT WILL BE HYPOCRATIC AND INSULTING FOR THE MEMBERSHIP OF NBOA TO ACCORD FAREWEL TO THE HONOURABLE CHAIRMAN AND THUS AS PER THE DECISION OF THE CEC WE CALL UPON YOU NOT TO PARTICIPATE AND/OR CONTRIBUTE IN ANY MEASURES & WAY TOWARDS THE ORGANISING OF THE FAREWEL FUNCTION.THOUGH IT IS A PAINFUL DECISION HEAPED UPON US IT IS A NECESSITY AND A LEGITIMATE WAY TO EXPRESS OUR ANGUISH.

WE HOWEVER PRAY GOD TO BLESS HIM WITH HIS KINDNESS IN ALL TIMES TO COME.
