Reports of Internal Working Groups - NBOA Views

Dear Sir,
Reports of the Internal Working Groups of CGMs to undertake a comprehensive review of the work process of departments at Head Office and Regional Office levels-Views of AINBOA
We thank you for the letter dated 06 September 2012 of HRMD,PPD seeking views of NBOA on comprehensive review of work process of NABARD in view of the  wide ranging change in the functioning of the Bank. We consider this as a great gesture  towards participatory management which honours the assurances  on the subject given by your kind self during our discussion held on 10 July 2012.
We have since analysed both the Reports of the Internal Working Groups on the lights of the Reports of  the HR committee constituted by NABARD in 2007-08, HR Policies adopted by Reserve Bank Of India, SIDBI, SBI and relevant provisions of All India Civil Service . We also had wide ranging discussions amongst our members of all the units. The views of the AINBOA on the Reports of the Working Groups and the suggested measures aimed at improving the HR Policy of the bank is summerised in the enclosed Draft Promotion and Recruitment Policy proposed by AINBOA.
In our opinion the Reports of the Internal Working Groups do not provide comprehensive solutions to the HR maladies  presently being faced by NABARD and its workforce with a futuristic far sight for a more relevant NABARD in the changed environment with a vibrant and enthusiastic work force. As such, it requires further in-depth discussion with NBOA on various recommendations of the Working Groups and their implications on the institution & its work force to find lasting solutions.
We therefore request you to kindly arrange for a full fledged discussion with NBOA on the issue at the earliest preferably during this month where we would like to make a presentation on the suggestions of AINBOA regarding the whole gamut of Recruitment, Promotion and Transfer Policy aimed at making NABARD a sought-after institution to work with.
We also earnestly request you not to take any hasty decision on the matter without having discussion with NBOA.
