Letter to Chairman on Transfer/LRTC Bills

Dear Sir,
Transfer/LRTC Bills- Simplification Thereof
Please refer to circular No.102/PPD-45/2012 dated 23/04/2012 on the captioned subject. In this connection the following is submitted for your kind consideration-
The fixation of freight charges towards transportation of house hold goods as also the vehicle @ Rs. 26/= per Km. And Rs 10/= per km respectively is not only a clear cut deviation from the eligibility as prevailing in RBI, but is grossly inadequate as we have collected rate quotations from leading transporters across the country and the average freight charges are computing in the vicinity of Rs.35/= per Km (excluding packing/unpacking, loading/unloading charges) for household transportation of 60 quintals under Full Truck load category in a closed wagon. Similarly, the transportation rates for a 4 wheeler both under EVK wagon of Indian Railways as also under road transportation career services is computing to almost twice the prescribed rate.
The proforma devised for claiming the expenses incurred on account of transfers is also not suitably formulated as claiming the expenses under columns III & IV @ twice the basic pay (which is provided as compensation for unforeseen and other dislocation related expenses/difficulties) will have vigilance related overtones and it would make all the claimants vulnerable to CVC inquiries any day.
In view of the above we request you to instruct PPD to suitably modify the circular under reference so as to
A) Restore parity with RBI in terms of monetary eligibility of our officers
AND
B) Continue with earlier proforma which was used for claiming the two basics on declaration basis.
